The Cortland County Community Action Program, Inc., better known as CAPCO, is the designated community action agency serving all of Cortland County with select services in neighboring Chenango and Tompkins counties. Since 1974, weโve provided programs and services that help individuals and families build stability and strengthen their foundations while contributing to a stronger, more resilient community. Our mission guides our work every day: CAPCO inspires hope, empowers people, strengthens families, and builds community.

Energy Service's goal is to make homes more energy efficient, help reduce energy costs, and make the home a healthy and safe place to live.

Head Start is a comprehensive, child development preschool program which assists age and income eligible children and their families. Early Head Start operates two program options, center based and home based. Head Start operates a center-based program option. Further services available to the children and their families include health, disabilities, and family services.
WIC Program
WIC (Women, Infants and Children) provides healthy foods, nutrition counseling and referrals in order to ensure the best possible health, growth and development of low-income women, infants, and children.
