The Cortland County Community Action Program, Inc., better known as CAPCO, is the designated community action agency serving all of Cortland County with select services in neighboring Chenango and Tompkins counties. Since 1974, we’ve provided programs and services that help individuals and families build stability and strengthen their foundations while contributing to a stronger, more resilient community.
