Welcome to CAPCO!

Cortland County Community Action Program, Inc. (CAPCO) is the community action agency serving all of Cortland County with additional services in Chenango & Tompkins counties. Our mission is to provide programs and resources that promote self-reliance and dignity. CAPCO has been providing quality services and programs to the community since 1974.

As a community action agency, CAPCO has a unique commitment to the community. Community action changes people's lives, embodies the spirit of hope, improves communities, and makes America a better place to live. We care about the entire community, and we are dedicated to helping people help themselves and each other. We invite you to join with us in this commitment to make our community a better place to live for everyone -- individuals and families - children, adults and seniors.

Energy Services

Energy Service's goal is to make homes more energy efficient, help reduce energy costs, and make the home a healthy and safe place to live.

Head Start/Early Head Start

Head Start is a comprehensive, child development preschool program which assists age and income eligible children and their families. Early Head Start operates two program options, center based and home based. Head Start operates a center-based program option. Further services available to the children and their families include health, disabilities, and family services.

WIC Program

WIC (Women, Infants and Children) provides healthy foods, nutrition counseling and referrals in order to ensure the best possible health, growth and development of low-income women, infants, and children.

Consumer Directed Care

Consumer Directed Personal Assistant Program (CDPAP) allows Medicaid eligible individuals with a disability the opportunity to live in the community as independently as possible, free of the constraints that would otherwise be imposed upon them by a more formal health care environment.
